A major emphasis of the Workforce Investment Act is Youth. Additionally, a certain percentage of the Federal funding is committed to targeting at-risk youth who may not be doing well in their coursework and nationally required tests in the school system. When youth begin to lose interest, possibly due to problems in school, they are more at-risk for dropping out and not receiving their high school diploma. The In-School program provides them with tutoring and study skills for prevention of drop-outs.
The Out-of-School Youth program addresses the Youth population ages 19-21 that have either graduated, earned a GED, or dropped out of school. The Out-Of-School Youth program is designed to assist youth in earning their GED, enrolling in post-secondary education through WIA financial assistance, or finding meaningful full-time employment in a high demand occupational field.
